Transparent LCDs have no illumination / backlight

Transparent LCDs have no glow or illumination of their own. This makes them utterly invisible without an outside light source like the sun or Interior Lights. They just turn black and vanish from sight.
This began in patch 1.94.209.
I have reported this bug before but I did not know what was happening at the time and couldn't describe it properly.
