Explorer Achievement Unabtainable on Xbox?

It appears Earth, Moon, and Mars are the only locations available on Xbox, and I have been to all 3 in both survival and creative but the tracker for the Explorer achievement is still stuck at 26%. Without Europa, Alien and Titan being in the game is this achievement unabtainable on Xbox? According to Xbox's stats no one has yet unlocked this achievement.
