You can't order Parachute Hatch from Assembler via Large Blocks or Small Blocks category
I have the same bug
Its not in the Assembler's Quick build menu so it needs to be added to it. You can still build it through individually ordered components and if you want a short term solution Easy Inventory (a workshop mod) can let you pull exactly what you need from a cargo container with a key bind. That will sate the problem over whilst keen gets to work on updating the game and hopefully adding that into the quick order menu.
