[1.198.033 default] Can't add tire if a block is in the way, but can if you replace the suspension

So, this is a continuation of another bug at the request of Miss Laura, in the QA Department. As the title suggests, if a tire is destroyed or otherwise removed while a block is able to intersect the placement bounding box of the tire, you cannot use the Add Wheel function in the Suspension's terminal controls. IF, however, you completely replace the affected Suspension block, magically, the game is able to spawn a wheel where you would not be able to otherwise. This description is also the bug's steps for reproduction. It, like other one is repeatable in a completely vanilla, un-modded world
