[1.193] Missing 'Create GPS marker' button on starting datapad

Sometimes, when starting a new game, you cannot create a GPS marker for the station for which the datapad offered in the inventory of the passenger seat gives the coordinates because there is no button 'Create GPS marker'.
I have seen this several times recently and made several attempts to reproduce. It happens on modded or unmodded games indifferently, maybe more frequently with mods activated at the creation of a game.
I have encountered this with a Solar System custom scenario on the Earth-like planet (not tested with other scenarios or planets).
Attached file is a game created a few minutes ago, Solar System, survival, default parameters, experimental mode activated but no mods activated.
