[1.190 DS][Major] Dedicated server flushed mod list on restart

Today in the night it seems there was some Steam servers outage, or maybe my internet connection failed me. By the log it seems that server couldn't check dependencies, but "false-updated" mods, and then proceeded to load actually without them at all.

This caused permanent flush of Mod list, all mod entries disappeared from sandbox.sbc and if not early night backup, my world would've been ruined beyond repair.

Anyways, at 2:22AM GTM+3 my server went into automatic restart. Then this happened:

I don't quite get why all of this happened, but it is extremely damaging behavior. Some ships became just armor shells. My world was saved only by the fact that nobody plays on my server at night, so 5 backup saves was enough.

I can provide the log of previous session if needed, but it seems problem has nothing to do with it.
