1.188.023 dedicated server dont saves mod/crashes slient when placing modded items

since the major does my dedicated server no longer save theyre moddata and everyone on the server that tries to place a modded block has a loss of connection or an instand clientcrash.
it started to happen after a clean reinstall of the server because he has instantly crashed when soemoen joined after the 1.188 update, so no preupdate data should be there and i can also no longer find a folder named mods
