Neutral cargo ships flying so close they turn hostile on their own

Some neutrals are designed to go defensive if you get too close. That's fine. What's not fine is when you're parked, they fly too close, and they just start attacking you. And then your ship doesn't automatically shoot back because they're still neutral until they drop below 0. Please, fix this!

Was really hoping the whole "flies inside 3km and trips your defensive AI" was gonna get fixed with this update, but they actually made the whole phenomenon worse. If they call this intended and throw this into the feedback forum I'm gonna eat my desk because then you *know* it's not getting fixed.

Thank you for your patience. It has been some time since this issue was originally reported, and several game updates have been released since then.

To ensure the issue hasn’t already been resolved in one of the recent patches, could you please update the game to the latest version (1.208) and check if the issue still occurs?

This problem is reproducible without too much fuss, just load up a fresh empty world with cargo ship encounters enabled and sit around until one passes by. If it passes within 4km, that's the problem.

(while theoretically outside the range of a player, the cargo "closest approach" appears to be based on the position of the player when the cargo ship is spawned, which means that particularly large stations or a player that is not located at the center of their station can cause the spawned cargo ship to fly inside aggro range)

I haven't had the chance to play the latest update, but looking through patch notes, I can't find anything referencing cargo ship spawning behavior, only the contents and behavior of cargo ships *after* spawning. Considering this has been the behavior of cargo ships essentially since their introduction (and it has had a version of this problem the entire time) I would be surprised if it was changed in the last six months.
