Active safe zones prevent laser antenna connections.

My grids have an unobstructed view of one another, and they have far more than enough power for their laser antennas. They connect just fine when the safe zone on my space station is shut off, but as soon as I turn it on (as in the moment it starts booting up), the connection is severed.
(This was also independently confirmed by user "ShadedMJ" on the Steam forums)
