I have a bug with my screen have black bars up and down

i don't know how i fix this, and, dont find any infos on internet, can anyone please help me?

We're sorry to hear you're experiencing issues. Could you please check what settings you have in the Options/Display window, specifically Window Mode and Video Mode? Please try changing those settings to see if that affects the issue.
Please also try disabling "GPU accelerated rendering in web views" in Steam > Settings > Interface and restarting Steam.
