Cargo Container means Cargo Container Block.(Small,Medium,Large Cargo Container)
When a Cargo Block containing ammunition is destroyed, the ammunition inside will appear as Temporary cargo. As a result, Cargo Block's damaging explosion is disabled.
However, I just checked again and it now appears to be exploding.

When a cargo block was destroyed with a rocket launcher, its contents fell out without exploding.
