Stuck in the loading screen

From time to time, I get stuck in the loading screen. log-wise it looks like the worls has finished loading, but just never did, instead I sit in the loading screen while the game takes up unusual high amounts of Memory.
Log and world file attached.
World has 2 mods and a local mod. These do not cause the issue though, I have seen this in completely different saves without mods too.

I have this issue sometimes too, I also get one that seems related, it will load the world fully but it will say game paused but it can't be un-paused.

I have this too in the task manager it say at least one thread is waiting for completion of network e/a.
