Visitors are able to control lights for NPC stations

Steps to reproduce: enable hidden blocks and choose the lights. Also able to edit the block names as well as custom data for the blocks.

The server crashed and lights were defaulted by a rollback. Screenshots remain and I still ahve the steps to reproduce in video (will eb psoting later)

I have had a look into this as I dealt with a previous thread for this and it was marked as solved. I'm afraid I can't seem to reproduce the issue. I can create a group and name it but I do not have any option to do anything after this. Are you able to provide a video of this happening? Please see a screenshot of lights that I cannot edit.
