Not a Bug
Good evening, after the update I had a problem, the small and large wastewater treatment plant in engineers stopped working

thanks for letting us know. I did try to build very similar structure as you show on the video. And... refinery is working fine, if you will provide enough Required Input energy. Having wind turbine just 3 blocks high is clearly not providing enough power. You can see it in Refinery info panel as well... it´s saying just 1kW. And that is enough for Refinery to be On, but not for it actually working.
Totally same behavior can be observed on v196, so it´s not a bug.
Please try to add more blocks on the pillar with turbine, add another turbine or battery. Than it is working just fine.
