Numbered Quick Keys Allocations Disappear on Server Restarts

When playing on a dedicated server, when a restart happens I find the functions I have allocated to quick keys get changed or removed.
Normally my 1. quick menu has the 3 main tools a miner uses. And in the ship I am using for mining I have allocated a grouped function for thrusters to turn them all off when I dock. But upon restarts the personal buttons for the tools are removed and other added in their places, and the mining vessel quick key symbol for the group I have on button 1 stops working and turns to a broken symbol (3 gray plates on top of one another)
