Suit hydrogen/oxygen fills up with tiny amounts, but not with larger amounts

The players suit is often able to fill up completely with far less than the capacity of the suit, For example you can completely fill your suit from 15% using a single litre of hydrogen, but other times you only get from 60 to 80 with something like 8L. It seems to be that if the amount in your hydrogen tank is low enough that it maxes out your suit, but if you have too much you get less.
I know this is not a problem in cases the devs create, but when you're trying to limit player resources to create a sense of danger or value in those items it really makes it difficult.
