Ship welders unable to start a projected block

I have a saved game with broken ship welders. Both large grid and small grid welders, attached either to a station or to a ship, are unable to start a projected block, either projected from the same station or on a different adjacent station. The same welders are piped up to conveyors and can complete welding a partial block. Only the player tool welder can start a projected block.

The large tool tip on the right side of the HUD that normally displays the information about the block targeted by the welder is instead displaying information about the block immediately in front of the player character, in this case a window block. Somehow the targeting is never shifting to the welder, even when it's the active ship tool. Toggling the welder on, leaving the ship, and approaching the projected block with my welder out does show the block in the target tool tip, but still doesn't provide it to the ship welder. If I then start the block by adding one plate to the projected block, the ship welder immediately activates the welding sound and particle effects and starts welding up the block, completing it in the usual time.

The workaround described here for another projector-related bug does not work.

I suspect the new control console was the origin of the problem.

Welding from a ship with a conventional cockpit also does not start a projected block in my current save, despite the welder showing up as the current tool in the right hand tooltip, rather than the window in front of a control seat. The conveyor system does send steel plate to the welder if the block targeted requires it. It just never adds any to the block.

I have this problem on my offline survival game. I tried everything; removing mods, quadruple checking conveyors, rebooting game, rebooting PC, using Steam file integrity check, rebuilding the welders, rebuilding the projector, testing different blueprints, testing different projector setups, and then using creative mode to start deleting grids one by one. I was and am able to weld up projections with my character's welder, and if I start a block with my character's welder, the base/ship welders will finish the started block. What finally made the welders start fully working was deleting my oversized mining rig. I suspect, that even though I have PCU limits turned off, the PCU limit is still silently having some effect on the game. I spent an entire day trying to figure this out.

Ah. I also have PCU limits turned off. I have a machine capable of exceeding the default limit by quite a bit without serious performance degradation, including a GTX 2070.

Mine can go pretty well over the limit too. I was reading some other Welder issues and there was an interesting one from over a year ago, where there was an exploit that allowed people on public and private servers to go over the PCU limits. I wonder if they 'fixed' that issue relatively recently and unintentionally and unknowingly caused this problem.

I experienced the same problem on keen official servers, both blueprints are only 680 and 1400 PCUs, Large grid and small grid. When I tried to weld it manually, I got kicked out of the game.
