Owner property for interior Lights and do not allow renaming of shared properties

Some servers have public trading stations protected by some mods.

The lights and the blocks shared with everyone, can be changed in the name and property, although they already have an owner who just wants to allow access.

I would like to manage the permits from the control panel, so that I can appoint refineries, assemblies, containers, so that nobody can confuse the order I have chosen.
