Solar Panels Not Working

i got a moon base with a few solar panels, the sun is directly shining at the panels yet they give out no power and have the yellow lights on them :(

Panels seem to kick in way too long after sunrise. They do eventually, but not after being in the light for quite a while.

There are locations on the moons, near the poles, where the sun never drops below the horizon at all, yet solar panels remain in night mode through the entire rotation.

This is likely the result of a new method that was added in the survival update that checks whether a solar panel is on the night side of a planet. It seems the method is a little to strict and should take into account the altitude of the solar panel and the longer period of sunlight at the poles.

Sure thing - here's a zip of the world. The main issue is the panels do not provide power until well after sunrise, and stop power well before sunset. Base is located near the polar region so the sun never dips too far below the horizon. Even though (from my previous screenshot) the panels are well lit.
