Welding projected unowned DLC drains components from cargo.
I ran into this on official server US #2 PVP.
Summary: Welders will use ALL of an initial component from inventory while attempting to weld a non owned DLC block in a projection.
Step by Step process to replicate the issue:
1. Setup projector with blueprint that contains Neon DLC blocks. (These are the blocks I noticed the bug with but probably works with all DLC)
2) Build welding ship and make sure the welders are owned by a player that DOES NOT own DLC
3) Load welding ship cargo with a few thousand interior plates
4) Turn welders ON and attempt to weld DLC neon block (you will receive an error stating you cannot build due to not owning the dlc)
5) Watch cargo inventory, you will see interior plates just drain as the welder attempts to build the DLC NEon block.

Was this a one-time occurrence, or are you able to reproduce it consistently by following the same steps?
Does this problem only occur on official/dedicated servers, or can you also reproduce it in Lobby multiplayer?
Could you please provide us with a video showing the behavior? Ideally, we would like to see footage from both players' perspectives, or at least from the player who does not own the DLC and is experiencing the issue.

After further testing, here is what I believed happened:
I had a large grid ship with 1 large cargo container, and 5 welders.
While attempting to weld a projection while watching the inventory of the cargo container, I noticed hundreds of interior plate "disappearing" while attempting to weld an unowned DLC Block.
Here's where things change:
a few hours after submitting the ticket, I went back to building the projection and found that all the interior plate had in fact been pulled from the Large Cargo container and were now stored in the welders themselves, and hadn't been "consumed" as I originally thought.
My guess is that as long as the welder was on, it was looping a call to pull components to build the block, but was then denied because of DLC ownership. Definitely not the bug I originally reported, but might be an area to look into for optimization? Seems like the game should check DLC ownership BEFORE requesting components to build a block?
