Dedicated server not working

Hello. I can't connect to any dedicated server I run on my pc. Can't do it on direct connection. And can't see it published on the list. It happened after a forced reboot of the computer. Had to close everything abruptly. Reinstalled the game and dedicated server from steam, and both game and dedicated folders from appdata roaming were deleted before the reinstall. New servers don't work either. Was the best game in 12 years so i really want to make it working again. Please I need some help

After deletin everything again and steam cache It starter working again. Odd thing was the server port changed bt itself from 27016 to 27013. So problem solved
