Rotor Unable to Reattach to rotor part

I have 2 trailers I use in my world. However, soon after building them, I could no longer reattach them to my truck. The trailers are connected through a small small grid advanced rotor. Even grinding the rotor and rotor head and replacing them does not fix the problem.
I have attached a picture of the trailer hitch, as well as a vanilla version of the world(I play with a few mods, but did remove the mods to see if they were the problem, but they were not).
I have the same bug

I was able to fix the situation by moving the rotor onto the trailer and the rotor head onto the truck. I have not run into the problem since.
