Geiger counter sound sounds once and stops

Instead of making a constant sound while the radiation exposure is above 75, it sounds only at that level and then goes quiet.

After evaluation, the Design Team has confirmed that this behavior is intentional and not a bug.
It functions the same way as other HUD notifications, playing the sound once when the threshold is crossed.
