Make Safe Zones Safe From Radiation

I think safe zones should block all varieties of radiation. Luca The Guide has demonstrated how safe zones have become effectively useless in the face of this mechanic.

I also don't think reactors should produce radiation unless they have fuel. If they are empty then they should be safe to damage.
