unable to build mechanical splits

I was working on building a sawmill but when it told me to make vertical mechanical splits I was unable to place them.
I have the same bug
I've personally verified this quest more than once. I'm guessing that you're trying the wrong block.
The quest doesn't ask you to place any splits, only the following.
