Framed Mechanical Joint, Up

I am trying to finish the Sawmill Quest and I am to the point where I need to place the "Framed Mechanical Joint, Up" I look into the build menu's to find it and it is not there. Then I looked in the quest and to unlock the "Framed Mechanical Joint, Up" or any of the other parts I need I have to complete the quest. At this point I am at an impasse.

I had this issue once before with other blocks. The quest lines are bugging out especially if you have one active when you save and exit to menu. I am attempting to see if there is a way to recreate it consistently. I believe that it may have something to do with creative mode and admin menus. If you enable creative tools to fix another bug and forget to turn them off when you save and exit, it can cause it. Other than that I am not entirely sure.
