Tool bar looses configuration

On loading a single player game, all tool items on the first tool bar configuration are removed and need to be redefined. All block items remain.

This is an old bug but first time I have seen posted. the problem seems to only be the no#1 tool bar but it happens everytime online or off MP or SP
