[0.7.1] Toolbar 1 slot 1 is empty when reloading game

I normally keep a hammer in slot 1 of most of my toolbars for convenience. In the current build, when I reload a saved game slot 1 of toolbar 1 is always empty. The other toolbars (2-9) seem unaffected.
I have the same bug
I have the same issue, except that in my experience several items on toolbar 1 is missing. For me it's always a hammer, a shovel, a torch and a stack of hodge podge.
