[0.7.1] can't download mods

while trying to add mods to a world, game gets stuck on trying to download mods. then if you try cancelling it it will get stuck on that indefinitely till you kill the game in taskmanager. have verified game files, everything checks out ok.

ok, update. seems to work if i only add one or two mods at a time to a world. so i have to edit settings, add a mod or two, save then load the world. this way it properly downloads the mods and doesn't hang on the downloading splash screen.
