Hello, impossible to crafter 4 Windmill Blade because it is rewarding Mechanical Mills research.

I have the same bug 
If you go to your crafting table you should be able to craft them. The way the research works is when you need something that you can't craft yet the quest system will give you the unlock so that you can do the quest. If it does not give you the unlock you should be able to cancel the quest and start it over. If your quest bugged out it can't be fixed
