[0.7.1.1B493] Cannot build windmill

Finally got to the quest of mechanical windmills, and I am sad to say that no matter what I do, i cannot build the last part - I am unable to place Mechanical Windmill on the last block.
Spent many oils to try to rotate the output all directions (North, East, South, West), tried rotating the mechanical windmill to all directions, no dice.
After that I went into a clean, not modded, creative world, first with integrity on, then another one with integrity off. Does not work there either.
I have the same bug
When placing windmill make sure the huge pole coming from it points outwards. Also when standing in front of windmill aim it at a lower block (where it is not supposed to go) where it turns green, then look up to where it goes and all should be fine. I had trouble with that earlier now coaching the rest on my server. almost every block i place I usually look to the left or right initially then move mouse back to where I want it to go and it goes green.
