Game load - Weapons not restored

Minor bug - can work around.
When I load (continue) my saved game the weapons in my tool bar are not resorted correctly. Even though they show up right, they are not usable as intended. Some have a number in the icon like 6X.
If you drag the weapon or tool back over the same tool bar box, functionality is restored correctly.
