Inertial dampeners stop working after using thrust override with ion thruster

When I use thrust override on ion thrusters the inertial dampeners stop working for the opposing direction no matter much I toggle them on/off.
For example, when I set thrust override to anything above 0 to start moving the ship forward then cut it off the ship continues to drift forward. I can turn the ship and see that other thrusters begin to engage and reduce my speed, but it wont just "stop" me.
I was able to recreate problem in new creative game with provided little blue ion ship as well as my own built ship in survival game.
