Game stuttering heavily

I do not know for sure what is causing the stuttering, but when im flying around or doing anything even outside of my ship there is stuttering which can make it unplayable at times. originally my work around was rebooting the game or save from the menu which worked at first but when the stages progressed through it stopped working. Furthermore, when i fly near a space station or around my own base the game starts stuttering and wont stop no matter how far i will go from that point. I have seen lots of smoke effects in the world though, from encounters which has spawned. Problem with that is that there is nothing when i go to them some times and even when i get to the wrecks and destroy the parts creating the effects, they do not cease. I have added screenshots of the effects. It could be encounters not unloading or it could be something else. To assist with the fault finding, my specs are above the minimum at a intel i7-12400f, 32GB of ram, nvidia GTX 3060 12GB, running on windows 11.

P.S you will have to zoom in on the images to get a good look at the effects but they are there in the center of the frame.
