Building on a new hinge without actuating first not working

Testing in creative.
It is not possible to build onto a newly built hinge. To allow building from a newly placed hinge it is required to actuate it and move it away from its default starting angle. In my test I built the hinge up to ensure no other blocks were impeding placement, this can be seen in the 2 screen shots attached.
Is it possible to make it such that when a hinge is created it can be built onto without the requirement to actuate away from a limit to allow it.
