Building on a new hinge without actuating first not working

Version 2.3.0.2798
Testing in creative.
It is not possible to build onto a newly built hinge. To allow building from a newly placed hinge it is required to actuate it and move it away from its default starting angle. In my test I built the hinge up to ensure no other blocks were impeding placement, this can be seen in the 2 screen shots attached.
Is it possible to make it such that when a hinge is created it can be built onto without the requirement to actuate away from a limit to allow it.

Being unable to place any block on the Hinge after it is placed is a known issue which is already reported. I have added this thread to our internal ticket (SE2-34290).

Yea, at 0 and 180 degree you can't place blocks on the hinge head.
