Allow for direct angle assignment to rotors and hinges via Event Controller

Adding the ability to directly orient hinges and rotors via the event controller can allow for more creative applications of automated ship designs. Automatic landing gears that level the ship via different levels of extension, VTOL thruster layouts that point in the desired direction to dampen motion during takeoff and landing, even automated ship refueling booms that can place ships into hangars automatically once attached, all of this would benefit from more direct control of hinges and rotor angles from the event controller.
