It isn't missing, it was replaced. Just like a lot of other 2x1 blocks in SE1 you now make it out of two blocks using the "armor-half" block and the slope on top of it.

If it was two blocks I rarely used, I'd be fine with them being separate. But this block is probably one of my most used blocks. Having it as two separate blocks simply adds to block count and wastes time cycling through and re-orienting blocks. Not having it is massively frustrating.

Then perhaps you might explain that part better. If you just say a block is missing instead of talking about the time and pcu wasted, then instead of suggesting an improvement it just looks like you can't figure the new ststem out.
