Add hotbar option to quick open control panel of device on control seat of grid

Simple request. Every block should have (always) an option to set an 'open/close control panel' for that block in the hotbar when in a seat or cockpit.
Currently, you have to open the list of blocks and then scroll to find the block you want to get to the control panel settings. This would let me take something like the (future) jump drive, which (based on SE1 logic) I have to open the control panel and pick my destination each time, and ideally I'd setup a jump drive - open/close control panel hotbar button for the jump drive, so I can tap it once set my destination and then tap it again to close the control panel again.
