Mouse Input Stutter

Steps to reproduce:

Move mouse in circular motion, or consistently in a direction (i.e horizontally)

Compare to using arrow keys to move the camera, in which case it does not occur.

Mouse input periodically stops then snaps to expected position, this does not correlate to game freezing / game stutter, it's the input itself freezing as evident by the attached video, character movement seems to still continues as the mouse input stutters.

It does not occur in other games / software, and additionally I have tried with multiple difference mice.

Example video attached.

Mouse acceleration is something that oftentimes causes stuttering in games, Id reccomend checking that acceleration is off and check in the menus wether or not theres a mouse acceleration option.

Id also check task manager to see if any of your cores are spiking while your testing. SE2 is currently not optimized afaik, i had stuttering, but whenever i did it was one of my 16 threads hitting 100% (leaving task manager open in the background then tabbing out lets you see the results, but you have to change the diagram option to logical cores instead of all cores to see anything useful)

I do not have mouse acceleration on. It being a performance issue was also my first assumption however it's not a actual stutter, the character still moves as seen in the second mouse freeze in the video, and additionally the FPS graph doesn't show any stutter when it occurs, there's no spikes correlating to the event on any cores, and additionally it does not occur when using arrow keys to move the camera, I'm fairly confident it's specifically a input processing issue.
