Blocks can't work

For some strange reason, my grid becomes disabled (namely a Verdure planetary base). All of the powered blocks are showing that they "can't work". I've tried disassembling batteries and reconstructing them, but no change.
This is the second time this has happened for no apparent reason. After the first time, I completely dismantled the base and started a new base from scratch. The new grid had been working fine, then not.

I can add a new grid which works fine. Just don't attach it to the problematic grid or it too will fail to work.
