Repulsar engines - crash avoidance/deflection

These are like hover engines, but can not sustain continuous usage.
The power draw of the devices is dependant on the amount of repulsion required to avoid a surface impact.
The engine will use capacitors to draw power from.
When a surface is beyond the engines range, the engine will draw minimum power, well bellow the capacitors recharge current.
When a surface is in imminent collision with the engine, the repulsive force will climb to max power draw and max repulsion force. It will be sustained as long as there is charge in the capacitors. Max power will drain the capacitors very quickly.
These engines are used to assist with low level flight, narrow clearance passes and docking.

The repulsar engine is more of a flight assist devise, normal thrusters are still required for flight.
