Partial function build state

A block state for functional blocks in between functional and non-functional, where a sporadic or reduced functionality is possible.

For example, a solar panel that is in a partial state may produce power intermittently at full power or produce power at a much lower wattage.

It could be that blocks in this state default to OFF and can manually be switched back ON.

Optional:

A block in a partial build state has a 50% chance of becoming non-functional each time the block is switched ON. It could even cause a minor shock injury to the engineer.


Why :

A) When recovering from a wrecked state a dead ship may still have the potential to recover some function.

B) When building blocks with limited resources jerry rigging may be possible to make the block do something.

A sort of broken, but sort of works state. I see this as being useful in scenarios where a technology is unknown, but too good to give away in a fully functional state, or in a situation where a damaged block requires an advanced component to fully function. You have no way of making the required component, but the block can be partially operated with the parts that you do have.

This would rely on the most advanced or rare components on being only necessary when the partial functional threshold is crossed into the fully functional state.
