Support -> Topics should default to "Updated/New", not "Updated"

Currently new topics get zero visibility, unless someone comments on them, which moves them to the "Updated" section, that is shown by default currently.
If the site defaulted to show "Updated/New", things would work better I feel.
Kind of like any other forum works. New posts at the top. Bumped posts at the top. Currently only the latter happens.
