Block drilling only works in mining mode when the drill can move the whole grid.

When there are enough drills the push to the side mechanic competes between drill heads stopping forward progression. When the drill heads are in a single line there is still enough room for the drill heads to move over what ever the obstacle is that it is unable to deal with. You can add another drill head on to a new row and it works. Add another drill onto another new row opposite to the other one and it stops drilling forward.
I have noticed a similar problem to this when using a hand drill. If you point the drill continuously in one direction it will get stuck. Wave the drill around a bit and then it carries on, it could be related.
