New mode for inertial dampeners

One thing people have mentioned is that they want orbital mechanics. And I think I have an idea that would help with that, alongside some other situations.

The ability to have inertial dampeners remain active for the z axis (relative to the ship) while being off for x/z axis, enabling you to retain your height above a celestial body without slowing down movement in the x/z axis, aside from atmospheric effects. This would also help reduce fuel usage spent smlowing the ship when you'd like it to keep moving (and thus have only the atmosphere slowing you down when in the atmosphere)
