dampners and gravity not working correctly

Somehow the dampeners are stronger than the thrusters themselves. There is some issue with ships interacting with gravity aswell, ships with dampeners in gravity cannot move downwards without down thrusters.
I have the same bug
I made my first ship from scratch for mining on a planet, and I've never put down thrusters on a ship when in gravity (in SE1). I was very surprised to see I couldn't move down without turning off dampeners.

I too have noticed that just about every ship I fly will be fine with dampeners enabled but won't stay up with dampeners disabled, even at max thrust.
