Blueprint created in creative mode can be pasted into survival even if missing tech

This is pretty simple to reproduce:
- Create a blueprint in creative mode which includes some components that you haven't yet unlocked in survival, e.g. ion engines
- Paste blueprint into survival game
- Pasted blueprint lets you construct the components you wouldn't normally be able to construct, allowing you to bypass survival tech progression
