Block Fracture Repair States

Block fractures should have repair states, the same way that blocks have "build" states that start from the framework. That way, when repairing blocks in survival, the missing fractures get added as a framework that builds back up to the original block.
Clearly not a priority suggestion, but one that would help immersion.
