Persistent debris piles or clumps

When blocks are destroyed can the material not disappear, but form piles or clumps(gravity dependent) that contain scrap and components.
There could even be a placeable decor blocks of debris that would work like a container with recoverable items.

This will help with the appearance of mass conservation.
It could lead to the invention of industrial clearance devices, that could collect the broken material for reprocessing.
